Assets can be in multiple packages
This would allow it so you could have an asset that is in one package that has other assets as well but then be in another package with different assets.

Packages and Bundles can be used for assets that are used together. However there are major differences between the two.

We are finishing up on a new feature called bundles. With this feature, you can bundle items together based on classification and type for easy lookup and quick actions.
You might find it of use. It's expected to be released by the end of March.

The way I was looking for is so you can have different packages with the same asset. But the asset obviously couldn't be checked out in both.

Packages are useful when dealing with assets that are always checked-in/checked out together. A number of assets can be clamped together to create a package. Actions such as check-in/out, reserve and service etc can then be performed directly on the package instead of the constituent assets.
Are you looking at some other scenario? Can you give an example?
